Olive oil mills across Spain, including those in the province of Cádiz, now have in force the rule allowing them to temporarily withdraw part of their production from the market during the 2026/2027 campaign, which runs from October 1, 2026 to September 30, 2027. The order was published in the Boletín Oficial del Estado (BOE) on Friday, October 30 and entered into force on Saturday, October 31, according to ASAJA Cádiz. The measure does not apply automatically. It will only be activated if initial stocks plus estimated production reach at least 120% of the average of that same sum in the six previous campaigns. The withdrawal percentage will have a maximum limit of 20% of estimated production and will be set in a resolution that must be published in the BOE before November 15, 2026. That resolution will also set the start date of the withdrawal.

What it means for a mill

Each operator must apply the approved percentage to its monthly declared production and keep the withdrawn oil until the following campaign, in its own or third-party facilities. It may choose the category of oil it stores and where it keeps it, and must reflect the retained quantities in its monthly declarations to the Olive Oil Markets Information System (SIMO). As an example, with a 10% withdrawal, a mill with a declared production of 1,000,000 kg would have to keep 100,000 kg stored and off the market. This is an indicative example, because the effective percentage is pending the resolution. From December 31, 2026, the Ministry will review the forecasts and the effects of the measure and may reduce the quantity that must remain withdrawn. The order does not establish financial compensation for storage. Non-compliance will be sanctioned under the regime provided in Ley 30/2022, de 23 de diciembre, which regulates the management system of the Common Agricultural Policy and other related matters, whose article 23 sets out the sanctioning regime for the marketing of olive oil and the olive oil markets information system. Affected mills must pay attention to the resolution to be published in the BOE before November 15, 2026, which will set the percentage and the start date, and reflect the retained quantities in their monthly declarations to SIMO.
