The Cádiz Provincial Council wants to continue managing the Junta de los Ríos estate, in Arcos de la Frontera, beyond 2028. The Plenary of the provincial corporation has unanimously agreed to ask the Junta de Andalucía, owner of the land, for a new patrimonial title that allows the activity carried out there to continue, including the Granja Escuela Buenavista.

A transfer that expires in 2028

The Junta transferred the use of the estate to the Provincial Council free of charge for 30 years, a term that ends in 2028. The land exceeds 9,000 hectares and the provincial institution has been carrying out environmental activities there since 1998. The head of Ecological Transition, Javier Vidal, has explained that the intention is to continue with that activity, which requires a new title. In previous negotiations, the Junta has suggested processing an assignment by external demanial mutation, a figure provided for in the Heritage Law of the Autonomous Community of Andalusia. That is what the Plenary has agreed to request.

Up to 30 more years

The initial term proposed by the Provincial Council is 30 years or whatever the Junta "considers legally appropriate". In return, the provincial institution will assume the costs of proper use and conservation of the property. According to Vidal, the procedure will allow the current use of the estate to be maintained and the continuity of the Granja Escuela Buenavista, which he described as a resource for environmental education and awareness and for transmitting values linked to the rural, agricultural and livestock environment.

Support for Arcos over the floods

At the same Plenary, the president of the Provincial Council, Almudena Martínez, has expressed her support for the people of Arcos de la Frontera over the floods of last weekend, following a request from the socialist deputy Ana Carrera. Martínez has stated that the provincial administration remains in contact with the Town Council and has made itself available to it, as it did with the town councils affected by the storms last winter.

Other approved measures

The session has passed other proposals, most of them unanimously:
  • Urge the Government of Spain to amend the law to extend the CUME benefit for families with minors with cancer or other serious illnesses beyond the age of 26.
  • Call for the reactivation of the Coordination Body against Drug Trafficking in the South (OCON-Sur) of the Guardia Civil, approved with the votes of PP, La Línea 100x100 and Izquierda Unida and the abstention of PSOE.
  • Demand that the Junta maintain the independence of the Comprehensive Assessment Units for Gender Violence (UVIVG) and guarantee the Andalusian Victim Support Service (SAVA).
  • Demand from the Junta a diagnosis and staffing reinforcement in the public nursery schools of the Campo de Gibraltar.
  • Reaffirm the commitment to the right to decent housing and call for the implementation of the 2026-2030 State Housing Plan, approved with PSOE, IU and La Línea 100x100 and the vote against of PP.
  • Urge the Government and the Junta to provide multi-year funding for the Dependency Care System.
  • Ask the Junta for stable contracts and more support staff for Social Integration Technical Personnel in schools, with the vote against of PP.
It has also been approved to expand the assistance of the Provincial Collection and Tax Management Service: the management of the Property Tax delegated by the Arcos Town Council and the sanctioning authority delegated by that of Castellar. At the end of the session, Carmen Aragón, from the Cádiz Association of Women with Breast Cancer (Agamama), read a manifesto for International Breast Cancer Day.
