Rota will transfer public land to build 73 subsidised homes in Parque de las Carboneras

The Rota City Council will give a municipal plot free of charge to the Diputación de Cádiz's Provincial Housing and Land Company so that it can build 73 subsidised homes for sale, half under the general regime and half under the special regime. The agreement is expected to be signed in two or three months.

The Rota City Council and the Diputación de Cádiz are moving forward with an agreement to build 73 officially protected homes for sale in the new expansion area of Parque de las Carboneras. The Council will transfer a municipal plot free of charge to the Provincial Housing and Land Company, which will be responsible for promoting the construction. The development is split equally: 50 % of the homes will be under the general regime and the other 50 % under the special regime, both for sale. As they do not have to bear the cost of the land, those who are awarded a home will pay less for it. According to the City Council, the aim is for the general-regime homes to be sold at prices significantly below the maximums set by the Junta de Andalucía's subsidised housing modules.

Public land to lower the price

The mayor of Rota, Javier Ruiz Arana, has said that the free transfer of the land is the tool that makes it possible to offer more affordable prices: «Making municipal land available for a public development, without passing its cost on to those who are going to buy the homes, allows us to work so that prices are more affordable». The 73 homes will be built in Parque de las Carboneras, an expansion area where the urbanisation works are already under way. The idea is that the building work can run at the same time as that urbanisation if the technical and administrative conditions are met, so that the works could begin in the short term.

The remaining steps

The municipal offer must first be accepted by the Board of Directors of the Provincial Housing and Land Company. The agreement between the two administrations is then expected to be formalised in the next two or three months. The free transfer of the plot will go to a full municipal council meeting at the start of next year. The City Council frames this action within the collaboration it already maintained with the Diputación to promote the subsidised homes of what is known as the solar de los maestros. The meeting to discuss the initiative was held in Cádiz by the mayor, Javier Ruiz Arana, and the housing deputy, José Manuel Cossi.
