The Chiclana City Council has sent a formal complaint to the Territorial Delegation of Agriculture, Fisheries, Water and Rural Development of the Junta de Andalucía to demand compliance with the agreement that both administrations signed on the General Water Systems in the scattered area. The document was sent on Friday, October 16. The complaint also requests that the monitoring commission of the agreement be convened, the body in which both parties must review how the execution is progressing and what actions the Junta has planned.

What the document requests

The City Council requests the immediate convening of that commission and that it clarify whether the agreement is in force. According to the first deputy mayor, Ana González, clause eleven of the agreement requires the commission to meet when one of the signatory parties requests it. She adds that the only response received from the Junta maintained that the agreement was not in force, contrary to the report of the Secretary General of the City Council. The document also requests that the commission examine the degree of compliance with the agreement and the actions planned and pending execution, with the prior sending of the technical documentation.

An agreement until 2030

González has explained that the agreement is valid for 25 years and ends on July 6, 2030. The City Council states that it has been requesting its reactivation since 2017 through letters from the mayor and plenary agreements. It notes that the proposals of September 2023 and April 2024 went ahead with the support of all groups except for the abstention of Vox, and that the one of February 2026 had the unanimous vote of the Corporation. The first deputy mayor has indicated that the complaint is filed before resorting to the contentious-administrative route: «We want a solution, not conflict». She has also mentioned that the Urban Planning Plan (POU) is still awaiting the Strategic Environmental Declaration.

What can be done

The City Council does not open any procedure for residents: the complaint is filed by the institution itself before the Junta de Andalucía.
